Subject: Cooperation aid
In October 2017, Spain and seven other Member States lodged a formal complaint against Israel demanding compensation for the confiscation and demolition of solar panels and prefabricated units that had been built using EU cooperation funding. These solar panels provided electricity for schools in the Palestinian Bedouin communities of Abu Nuwar and Jubbet al-Dhib, located 15 kilometres to the east and to the south of Jerusalem respectively. The Member States concerned are claiming approximately EUR 30 000 for the seizure and destruction of facilities and equipment that had been financed by a European cooperation consortium.
1. Does the Commission know the reasons given by Israel to justify its destruction and confiscation of facilities and infrastructure funded through international cooperation?
2. How many infrastructure projects financed by EU cooperation funds have been demolished or confiscated by Israel in the past year?
3. What measures is the Commission planning in order to guarantee the security and continuation of projects financed through cooperation funds?
