Subject: Abandoning land in Andalusia
The El Aguardentero estate, also known as Cerro Libertad, in the province of Jaén (Spain) is property of the Spanish bank BBVA. The estate, which covers 74 hectares of land and contains over 6 500 olive trees, was abandoned by its owner. Article 20 of Act 8/1984, passed on 3 July, on Land Reform states that the Andalusian Government must expropriate this land given it is an estate that is ‘in clear need of improvement’ and given it is no longer intended for public use.
In light of this situation, a group of families belonging to the Andalusian Workers’ Union has decided to occupy the estate to make it profitable again. During various trials, some of the current workers on the estate have been fined and threatened with expulsion.
1) whether it is aware of this situation and the property’s breach of legislation?
2) whether it knows if the BBVA, the owner of the estate, is still receiving aid from the CAP despite having abandoned the land?
3) how much financial aid the BBVA is receiving from the CAP as the owner of agricultural estates in Andalusia?
