Question for written answer E-005726/2018 to the Commission Rule 130 Marina Albiol Guzmán (GUE/NGL), Miguel Urbán Crespo (GUE/NGL), Ernest Urtasun (Verts/ALE), Xabier Benito Ziluaga (GUE/NGL), Tania González Peñas (GUE/NGL), Lola Sánchez Caldentey (GUE/NGL), Estefanía Torres Martínez (GUE/NGL) and Florent Marcellesi (Verts/ALE) Subject: Air pollution reduction plans for Madrid In response to the breach of the established NO2 limit values and the infringement procedure opened by the Commission, the Madrid City Council has approved measures to limit the use of cars, including the Madrid Central plan and an operational protocol for addressing episodes of high pollution. Rather than implementing similar and accompanying measures across the Autonomous Community, the Government of the Autonomous Community of Madrid is obstructing these measures and has threatened to have them legally overturned. Should the Madrid Government’s legal action succeed, Spain’s most polluted city will be stripped of the tools needed to reduce pollution and comply with EU rules. 1. Is the Commission aware of the proposed measures and does it intend to back them as part of its duty of enforcing EU law, in this case the Directives on air pollution and public health? 2. If these measures are not implemented, does the Commission intend to bring Spain before the CJEU, as it has done with Germany, France and the United Kingdom, for failing to adopt measures to reduce pollution and protect the public?
