Question for written answer E-006305/2018 to the Commission Rule 130 Florent Marcellesi (Verts/ALE) Subject: Unaccompanied minors in Ceuta The Autonomous Government of Ceuta (Spain) is planning to ‘host’ the foreign unaccompanied minors that it cannot put up at La Esperanza (a centre for minors) in prefabricated ‘igloos’ without toilets or lockers, meaning that those children will have to leave them to go to the toilet and get changed. The government has not managed to build an appropriate centre, but it has managed to hire a company at a cost of EUR 1.5 million (for nine months’ work) to install the igloos and manage the childcare facilities. It is clear that the situation will not be resolved in nine months and the winning tenderer’s contract will be extended. The igloos will only have space for 60 minors and therefore the overcrowding problem at La Esperanza, which is in a deplorable state, will not be solved. 1. Does the Commission believe that the igloos are an appropriate solution to the overcrowding problem at La Esperanza? 2. Would it not be better to manage that facility publicly rather than through a private company?
