Question for written answer E-000015/2019 to the Commission Rule 130 Florent Marcellesi (Verts/ALE) and Xabier Benito Ziluaga (GUE/NGL) Subject: Access to documentation relating to the financing of the Bay of Biscay electricity cable by the Connecting Europe Facility At the proposal of the Commission, and by decision of the Council of 25 January 2018 and of the European Parliament of 14 March 2018, the Red Eléctrica de España (REE) and Réseau de Transport d'Électricité (RTE) grid operators have been granted a subsidy of EUR 578 million from the Connecting Europe Facility for the construction of the Bay of Biscay electricity cable between Spain and France, the highest subsidy ever allocated for an energy infrastructure. 1) What are the reasons that justify granting this aid? 2) On which technical, economic and financial documents is the decision to grant this aid based? 3) Are these documents accessible to the public and to Members of this Parliament?
